SUPERVISION OVER FOREST MANAGEMENT IN NON-STATE FORESTS IN THE LIGHT OF SELECTED LEGAL ACTS
Abstract
The aim of the study was to draw attention to the fact that management of forest resources is subject to many constraints due to their social, natural and economic importance. All forest property owners have to be aware of the obligations incumbent upon them. Tasks that forest owners need to fulfil when managing a forest enterprise are listed in the Forest Act. As part of their responsibilities the district (Polish: powiat, i.e. county) official being the head of the district administration (Polish: starosta) has a number of powers in the supervision of forests that are not owned by the State Treasury. This primarily includes supervision over forest management in non-state forests. The most difficult task facing these district administration heads in connection with the supervision of forests is to assess whether owners are carrying out their activities in the forests in compliance with all their obligations.
